I totally agree. The core problem is that we are trying to find a maritime solution to a problem that will ultimately have to be solved on land.
Somalia has been riven by internal conflict and is without effective government. During the 1990s, some European interests exploited the power vacuum by dumping hazardous wastes and sending fishing boats into Somali waters.
